CGA Seals and Certificates
The Curaçao Gaming Authority (CGA) issues two distinct types of seals:
- Certificate of Operation Seal
- License Certificate Seal
Each seal serves a different regulatory purpose and is subject to specific usage conditions.
1. Certificate of Operation Seal (B2C Only)
The Certificate of Operation Seal is issued exclusively to B2C operators licensed to offer games of chance directly to players. This seal may only be displayed on player-facing websites or applications that operate under an approved and registered domain.
Regulatory Oversight
All licensed B2C operators are subject to continuous monitoring by the CGA to ensure compliance with licence conditions. This monitoring includes, but is not limited to:
- Verification of the authenticity and ownership of the website domain
- Review of terms and conditions to ensure they are clear, accurate, and transparent
- Verification that responsible and safe gaming measures are in place
- Confirmation that player funds are properly safeguarded in a segregated or federated account
Display Requirements
- Licensed B2C operators must display the CGA Certificate of Operation Seal on their website. The seal must appear exactly as issued by the CGA.
- If the seal differs in design, colour, or format, the website is not authorized by the CGA.
- Clicking on the seal must redirect the user to https://cert-gcb.cv.
- The certificate page must display the exact domain name being accessed, the licensed operator, and the operator’s current license status.
If the certificate displays a different domain name from the website being accessed, this indicates that the website is displaying a certificate belonging to another operator and should be considered unauthorized or fraudulent.
2. License Certificate Seal (B2B and B2C)
The License Certificate Seal confirms that an entity is licensed by the CGA either:
- To offer games of chance (B2C); or
- To provide services to other licensed operators (B2B).
This seal may be displayed on the operator’s corporate website, subject to CGA display conditions.
Certificate Information
The License Certificate Seal links to the operator’s license certificate hosted on the CGA certificate platform. The certificate displays:
- License validity
- License type (B2B or B2C)
- Permitted scope of use and display
Unlike the Certificate of Operation, the License Certificate is not domain-specific and does not authorize the operation of player-facing websites.
Important Distinction
Operators must clearly distinguish between:
- A License Certificate, which confirms that an entity holds a valid CGA license; and
- A Certificate of Operation, which authorizes the operation of a specific player-facing domain.
These certificates are not interchangeable, and misuse of either seal may constitute a compliance breach.
